What Is ALEC?
ALEC is short for the American Legislation Exchange Council.
It is a conservative bill mill made up of corporations, lawyers and legislators. It is a private, tax exempt organization. ALEC writes a lot of the major legislation that is being passed by states. Prison, voting, education legislation. Many of those come from ALEC. ALEC does not represent the people. They represent corporations.
In Indiana, ALEC-sponsored legislation has produced
Rep. Robert Behning (R-91), former florist and now chair of the House Education Committee was ALEC State Chairman from 1996-2004.
ALEC leaders were so pleased with Indiana legislators’ willingness to implement their agenda that they have named a set of model legislation the Indiana Education Reform Package.

- the A-F grading system for schools
- the third grade reading test (IREAD)
- the tying of teachers’ evaluations to students’ test scores
- the diversion of public funds to private schools, through vouchers, and to charter schools with little public oversight
- the limiting of collective bargaining for teachers to salary negotiation
